They are no fusions. People need to start actually looking at the pokemon designs.
If they did, they wouldn't need to put Kyurem, its formes, Reshiram and Zekrom art, all next to each other to notice that the formes are
Kyurem with Reshiram/Zekrom parts ADDED.
The body shape, the leg structure, the thin lines over its grey body, it's face, the teeth, still covered in lots of ACTUAL Ice, still has the lightbulbs, the same broken icy mask on its head, the improved plug tail, which now holds onto a corrupt version of the real generator tails.
It's Kyurem.
Of course there is the Reshiram/Zekrom deisgn hands, wings and back of the head-detail, which are all essentially made of Ice on one half of it, but it is Kyurem and looks nothing like Zekrom/Reshiram in personality and basic structure-wise.

Note that it will stay :icondragontypeplz: because these legends are referred to as "legendary dragons"! unlike a certain past trio. And even the types (the order) make it clear that Dragon is the core part here:

But,
the :iconicetypeplz: has to stay too.
Firstly because unlike Reshiram and Zekrom, where the extra type is much more vague, Kyurem however is physically covered in ice...

And anyway, this is the first time an Ice legendary can step on the big stage, so changing it to Electric/Fire would just give it even less attention than it already gets to make place for 2 very popular types again....(Its why I was really happy when I saw there is an Ice dragon left for the third game)
For all we know they could still put in new abilities that temporary switch around its type or something similar, since there was NO extra ability for Kyurem in BW and I doubt it will keep the old boring Pressure, when Reshi/Zekrom basically just got Mold Breaker but just had the names changed to fancy Turboblaze and Teravolt regardless! For purely cosmetic reasons.
But then again, these 2 abilities fit just as well to the formes, even though they aren't that noteworthy. But it's actually the most likely thing to happen. I mean, if they left all the moves in BW including Kyurems still secret two, what's the point in hiding new abilities, which could cause compatibility issues anyway..

Kyurem has 660 total stats right now. 20 less than Reshiram/Zekrom. It likely won't get over the 680 limit, at least not with these formes.
Reshiram stats: 100 - 120 - 100 - 150 - 120 -  90
Zekrom stats:   100 - 150 - 120 - 120 - 100 -  90
Reshirams/Zekroms highest stats are Special Attack and Attack respectively, at a whooping 150.
Just from the art alone it's pretty obvious that Black forme will tilt to the physical and White forme to the special side of the offensive spectrum.
Kyurems current stats: 125 - 130 - 90 - 130 -  90 -  95
Look at how it changes visually. I highly doubt it will gain defense. Neither will it lose HP (formes never change HP for that matter). Speed going down would make no sense when it literally goes on power.
Kyurem has 130 in each Attack, it's highest stats.
So really... what else is there to do except the completely obvious; adding the missing 20 to the respective Attack!
Black:  125 - 150 -  90 - 130 -  90 -  95
White: 125 - 130 -  90 - 150 -  90 -  95
There ya go, slightly more offensive and faster than Reshiram/Zekrom.

Back to it's tail.
Notice how the forme tails don't look like the original generator/torch. They look more like some kind of imitations, on purpose of course. Sugimori wouldn't make its tails look fishy without intentions.
Now
there is you, the hero, and 2 main antagonists, a confused misguided N and a twisted team leader, Ghetsis.
Did it ever seem odd that Ghetsis fooled N to make him awaken one of the legendary dragons, while Ghetsis was ok without getting one himself?
Of course Zekrom would only awaken to someone specific like N and Ghetsis understood that. But if he understood that much, it's safe to assume he knows the legend of the original dragon along with some other known things.

>>...The legend says that there was once a single royal Dragon pokemon, which served the 2 princes of Unova. One day, they got into a huge disagreement, which seems to have even caused a war. The Dragon could not bear this long, and split into 2 seperate entities: Reshiram and Zekrom, who then fought alongside one prince each, in the end engulfing Unova in flames and lightning, almost destroying it...<<

I have a hunch Ghetsis found out about Kyurem (one just has to talk to the people in Lacunosa town to find out about something very odd going on in the nearby suspicious huge crater). He found out that after the split, something was left behind. A powerless original Dragon corpse perhaps (notice how Kyurem is missing a generator, making it's tail look like a plug; and how it has lightbulb like protrusions which don't give off any light, in its default state at least). Since it's without its energy source, its covered in Ice instead of having any proper body armor, which was also the basis for the second type.

We know from the hidden event Pokemon Genesect, that Team Plasma has some experience with experiments that deal with "upgrading weak pokemon".

In Black/White, you, the hero get to catch Reshiram/Zekrom (note the orders), while N awakens Zekrom/Reshiram instead.
So if Ghetsis got himself the poor Kyurem (since that dragon does not need to be awakened from a stone by a specific hero person), there might be a new reason why he wants N to awaken Zekrom/Reshiram. He needs some... lets call it "energy samples"(?), to boost Kyurem closer to it's original potential.
And of course that also explains why Black/White Kyurem is on the cover of Black/White 2, the same colour this time, since it's the colour dragon that N gets.

It makes me wonder though, if I'm on the right track, how would this enable the player to use the forme?
Since you would have to be able to catch it at some point.. that could work if Ghetsis doesn't ACTUALLY catch it inside a pokeball.
And will there be a True Forme beyond these 2 "corrupt" formes? Could it be that the Kyurem formes on the covers are meant to be misleading and there is actually something even better in mind for Kyurem in the end of those games?

What an ingenious move by Gamefreak. We have like NO info right now and yet its just enough to make it really interesting and everyone so freaking confused XDDD
Love it.

Hi there again! Now there's this trailer where the hero is watching as N confronts ghetsis with his dragon, ghetsis being seemingly in possesion of Kyurem. I just saw it and thought of this post! You were actually right, and what I said at the end of my first comment was right too! It seems Ghetsis is the one who tries to get Kyurem since it doesn't need to be awakened, and you keep it instead, which can happen because catching Kyurem in Black/ White wasn't part of the storyline.

Now, there's one thing that I'm not so sure about now. After the first days of the new forms being revealed, I was pretty much sure that Kyurem was NOT a fusion. However, seeing how in the trailers Kyurem faces Reshiram/ Zekrom and then a 3d cutscene of the corresponding Kyurem is played makes me think that the new Kyurems could actually be fusions... and then that means you caught all 3 dragons? The N family must feel completely scammed lol. Unless Zekrom/ Reshiram creates this new item to power up Kyurem, and/or reverts to their orb form in the process (maybe kyurem defeats and "absorbs" them???)

This also would explain why the kyurems' colors match their versions this time. I feel really spoiled with this trailer, because even though it doesn't give complete information, it already points out in a direction strongly.
